Ioulietta Bisiouli, Director

Ioulietta Bisiouli joined EIN in her quality as EIN Director as of 7th August 2023. Ioulietta is an attorney-at-law and a member of the Athens Bar Association. She holds a Master’s Degree in Public International Law from the National and Kapodistrian University of Athens, having specialised in the protection of human rights. Ioulietta has extensive working experience in the human rights field, having previously worked at: the European Commission against Racism and Intolerance (ECRI);  the Council of Europe Department for the Execution of Judgments of the European Court of Human Rights; the Registry of the European Court of Human Rights; the United Nations High Commissioner for Refugees (UNHCR) Representation to the European Institutions in Strasbourg; and the Amnesty International  European Institutions Office as the Executive Officer for the Council of Europe (ad interim). She also has significant experience as a freelance consultant, having advised grassroots and international non-governmental organisations on international human rights standards.

Ioana Iliescu, Law and Advocacy Officer

Ioana joined EIN on 3 August 2020. She previously worked at the Registry of the European Court of Human Rights, at the Romanian Ministry of Foreign Affairs and at the Bucharest-based NGO Center for Legal Resources, under the disability rights advocacy program “Advocate for Dignity”. She holds a master’s degree in Human Rights Law from the University of Strasbourg, and one in Public International Law from the University of Bucharest.

Agnès Ciccarone, Programme and Finance Manager

Agnès joined EIN in December 2017. Before joining EIN, Agnès worked 15 years for the Assembly of European Regions and took part as an expert in the work of the European Committee for Democratic Governance of the Council of Europe. In 2015 she coordinated a mission at the Council of Europe to implement a project aimed at strengthening local governance in Albania. Agnès holds a Masters degree in international law, international relations and foreign languages from the University of Bath and the Humboldt University in Berlin. She also holds a Master 2 in criminal law focused on the fight against financial crime. Her master thesis offers a comparative analysis of the anticorruption legislation and policies in France and Germany


Vincent Lefebvre, Project and Communication Officer

Vincent joined the EIN Secretariat as an intern in March 2022. Since 1st July 2023, he has been working as a Communication consultant with EIN to help and promote the new EIN project on Freedom of Expression. As of 1st March 2024, he has joined the EIN team as a Project and Communication Officer.

Vincent is currently finalising a Master’s Degree in Human Rights and Multi-level Governance at the University of Padua. He is also the co-founder and co-chair of GROW Think Tank.

Katie Lynn Pimenta

Katie Pimenta worked for EIN as a communication consultant from 2020 to March 2024. Katie holds a Master of Laws in International Human Rights Law from the University of Sussex, focusing on freedom of expression. Previous to EIN, Katie completed a legal internship with Global Rights Compliance, writing and researching International Human Rights Law and International Humanitarian Law.

Yegana undertook a 3-month internship with EIN between April and June 2023.

Ketevan Rogava

Ketevan joined the EIN Secretariat as an online intern in October 2022. She is Erasmus Mundus scholar and currently is pursuing 2 years joint master's degree in Human Rights Policy and Practice. Before that she worked as a lawyer in Transparency International Georgia. Keti holds LLB from Tbilisi State University.

Ewa Garbarz

Ewa joined the EIN Secretariat as an intern in June 2020, and has been volunteering with us since November 2019. Ewa holds an LLB in Law with European Legal Systems from University of East Anglia, a Diplôme d'Études Francaises in Law from Lyon 3, an LLM in International Human Rights Law from the University of Essex. She will be writing her dissertation as a comparative study of impact of NHRIs on the implementation of the ECtHR's judgments in the UK and Poland. She is the Campaigs Officer for Student Action for Refugees at the University of Essex, and her areas of interest , apart from implementation, include Refugee Law, Freedom of Speech/Assembly and feminist legal critique.

Jerome Joseph

Jerome joined EIN as a volunteer in February 2019. Jerome holds an LLM in International Law and Security from Glasgow University. He recently completed an internship at the Parliamentary Assembly of the Council of Europe. In addition, Jerome has undertaken research and campaign work for a number of NGOs including Amnesty International, Action on Armed Violence and Scottish Detainee Visitors.

Liam Halewood

Liam joined EIN as a volunteer in February 2020. Liam holds an LLM in Law and Politics of International Security from Vrije Universiteit Amsterdam and is currently a PhD candidate at Liverpool John Moores University, where he is currently a Lecturer. His research focus on the application of the European Convention on Human Rights to the use of armed drones in counterterrorism, with a specific focus on the UK ‘Targeted Killing’ policy.

Demet Gümüş

Demet joined EIN as a volunteer in February 2020. Upon graduating from the Middle East Technical University in Turkey, she moved to Italy roughly three years ago. She is enrolled in the master's degree program in Human Rights and Multi-level Governance at the University of Padova, Italy. She is currently writing her dissertation on (in)applicability of strategic litigation to protect the human rights of transgender prisoners in Turkey.

India Kearsley

India joined EIN as a volunteer in February 2020. She holds an LLM in International Human Rights Law from the University of Sussex. She has recently completed an internship with Consortium for Street Children, working on advocacy for street children’s rights. Prior to this, India interned at Advocates for International Development, securing pro bono legal assistance for international development charities. She has also worked as a legal researcher at an NGO based in Shanghai, and undertaken legal research for Minority Rights Group International.
